I do not know what you mean by "mini-scooter".
Just for the record, a "mo-ped" is not a "scooter". A scooter has no pedels to power the vehicle, and has a "floor" or "running board" rather than a central frame that you must straddle. They have been popular in Europe since the late 1940s after World War 2, and seem to now be enjoying a return to popularity.
Probably a mo-ped would be the cheapest for you. A mo-ped is a "motor bike" with pedels and a sprocket that you can use your feet to power the vehicle as a "bicycle" should you run out of fuel. That is what a mo-ped is.
